NCOA – National Change Of Address – The Postal Service maintains a computer file of all moves that they receive from their customers. When you move or change address and turn in a Change Of Address Card it is maintained on file. Mailers have access to run their lists against that file to update to the latest addresses.

The Post Office now requires that all mailing lists used, other than for full Rate First Class, must either be updated by a Postal approved method or go through NCOA every 95 days.
